Nagaraj,
Since the TMS320c64X's are packaged in a ball-grid array (BGA), I'd
recommend providing a 100nF X7R decoupling capacitor for each "cluster"
of balls on a given supply voltage.  Each cluster consists of balls that
are next to each other vertically, horizontally, or diagonally:

    ooooooo      oooooooo       oooooooo
    oooXooo      oooXXooo       oooXoooo
    oooXooo      oooooooo       ooooXooo    or combinations thereof
    ooooooo      oooooooo       oooooooo

For clusters that supply power to oscillators or phase-locked loops, if
not otherwise specified by the manufacturer,  add a lower-valued ceramic
in parallel with the 100nF.  Such as a 220pF C0G capacitor.

Finally, on the four sides, or at the four corners of the chip, add a
"bulk" ceramic capacitor to each supply voltage.  I like 2.2uF Y5U's for
these guys.
