Hi, that sounds to me like old rules of thumb passed down through the ages of one power pin per cap oughta do ya. Taking your transient current needs and the allowable voltage deviation you can calculate the target impe- dance of your system. Using the ESR of the cap you can calculate how many you need to hit your target. By performing a frequency sweep you can see which cap values you will need to maintain a flat response at this level for your frequencies of interest. There are a number of good papers out there on this subject. Here are a couple of sources. As you know, discrete caps behave inductor rather than capacitor @ high frequency, so that impedance curve is shown as "V" shape. You can only get effect at the bottom of "V".
