The U of Illinois Urbana-Champaign (http://www.uiuc.edu/index.html) was doing much work in this same area several years ago, and they have traditionally been good about publishing and sharing results. I suggest you look for IEEE papers on their work or contact them directly. They are likely to have some useful papers/references.
