Venu-

Bypass capacitors and decoupling capacitors are one in the same in my 
mind. It is just a different choice of words to describe the same part.

The function of a bypass (or decoupling) capacitor is to provide a low 
impedance path from the power net to the ground or reference net in a 
power distribution system and to provide a reservoir of charge to 
service fast current demands by the circuit's current consumers. I 
typically call the parts decoupling capacitors ('decaps' for short), but 
you may see them equivalently referred to as bypass capacitors as well.
