Well, in a lot of cases, it could be that the PET puppy buyer doesn't bother
to register the puppy. That happens a lot with pet buyers.
One solution to that would be for the breeder to register the dog, but that
could get pricey. You COULD add that on to the cost of the puppy, but that
is not always possible (depends on the market area).
