When you do a rsync upload to the mirrors, is this setup to overwrite the
permissions on the mirrors?

Have you tried removing -p from the rsync command? ( -p, --perms        
preserve permissions)

The thing to note, it that the local files may then go read-only, so you
might need to do a attrib -r on them?
