Yes. The higher the temperature of a black body, the higher the percentage of the radiant energy that is emitted as light. So, less radiant energy is emitted as heat. The total radiant energy is determined by the Wattage, not the temperature. I am not sure if the higher temperature is achieved by using a smaller filament or if it is due to the insulating qualities of the noble gas fill.

I also note that light of a higher color temperature appears brighter than a lower one.
