My interpretation of this is, you are required to have permission from the
fire marshall in order to launch, but only if the location you want to
launch at is within a city or town limits, thus controlled by a fire
department.  The lake beds seem to all be in BLM controlled land, and
according to the Barstow BLM Field Office, there is a continuous 'blanket'
of permission to the fire-marshall requirement for the lake beds regarding
rocket launches.

I'm actually thinking of going out there tomorrow, mainly to see if my
Electron Beams and PortaPads still work.  Weather says the wind is gonna be
under 10mph all day, sunny and 60s.
