Personally I never liked that much, I tended to suspect he'd just forgotten!!
(Particularly after the mess that was the World of Lone Wolf Rules!)
In fairness, I think Ian Page bears more responsibility for that. I get the feeling that Ian was more interested in telling an interesting story than making a watertight game.
