I think it's because people who started reading at Book 13 wouldn't have known about the bonuses associated with Huntmastery; it's another hidden loyalty bonus! ^_^ 


Ah yes - Joe Dever did explicitly say in the Newsletters that
sometimes he deliberately didn't mention little bits of old rules
in later books, thinking old fans would still work it out!
Personally I never liked that much, I tended to suspect he'd just forgotten!!
(Particularly after the mess that was the World of Lone Wolf Rules!)
