Ah yes - Joe Dever did explicitly say in the Newsletters that sometimes he deliberately didn't mention little bits of old rules in later books, thinking old fans would still work it out! Personally I never liked that much, I tended to suspect he'd just forgotten!! (Particularly after the mess that was the World of Lone Wolf Rules!)
In fairness, I think Ian Page bears more responsibility for that. I get the feeling that Ian was more interested in telling an interesting story than making a watertight game.
