Hey I totally forgot about that.  (After a lot of trial and 
error thanks to a counter-intuitive GUI), I added one to my KIS 
firewall and it worked, the page was totally blocked with the 
"The page cannot be displayed".

those IP addresses I added are still accessible.  These are
those infuriating browser hijacks where the "cyber-terrorist"
IP address hijacks a webpage and takes you to some kind BS scam
("WARNING: YOUR PC IS INFECTED...PERFORMING SCAN NOW....."
etc., etc.), and the URL of those types of pages are not
domains but IP addresses.  If I could find a way for those IP's
to work in the Hosts file (XP) I'd get nothing but "The page
cannot be displayed".
