[PCWorks] How can you get IP addresses to work in the Hosts file?

Does anyone know how to get IP addresses to work in the Hosts 
file?  I've tried both with and without the http:// and still 
those IP addresses I added are still accessible.  These are 
those infuriating browser hijacks where the "cyber-terrorist" 
IP address hijacks a webpage and takes you to some kind BS scam 
("WARNING: YOUR PC IS INFECTED...PERFORMING SCAN NOW....." 
etc., etc.), and the URL of those types of pages are not 
domains but IP addresses.  If I could find a way for those IP's 
to work in the Hosts file (XP) I'd get nothing but "The page 
cannot be displayed".
