[PCWorks] Lag on dial-up

A friend with an emachines computer is experiencing up to a 3 minute lag 
when he dials a connection through the winmodem. Nothing responds and 
there is no traffic in or out yet there is 100% cpu usage during this 
lag period. The computer is about 5 years old and is equipped with xp home.

Incidentally, if any browser is used to start the connection it won't 
come up until after the lag breaks.

Any ideas?
