I've never had a problem deleting files from a CD-RW, but your error message has me thinking that you might have a CD-R in there instead of the CD-RW. A CD-RW acts just like a floppy in the sense that anything that is on there can be deleted just like if it was on a hard drive. If it is a CD-RW are you sure that the file you're trying to delete is not see it to the write protected? Right-click on the file and check its properties if this write protected that should tell you.
