FYI, I fixed my problem.  Went to this site:

http://support.microsoft.com/default.aspx?kbid=842242&product=windowsxpsp2

And opened the ports they mention for Arcserve.  Of course that still 
doesn't explain why the SP2 firewall didn't inform me of the attempt to 
connect.
