These restrictions could be a range of things.  If we knew more about 
the system it might help form a conclusion. From the look of things it 
is likely infected with one nasty or another. To start with why not get 
'spywareblaster'? It's passive and effective, turning off known malware. 
After that it should be easier to remove known rogue software.
Simply deleting it should work if you can't uninstall it.

As for the restrictions on the system, it might be helpful to the 
members to know what is restricted. Any system with this on it is likely 
intended for limited use (some OS features disabled). The more we learn 
about it, the more likely the list can provide better advice.
