Found the problem.
Some portions of the Reg was set to read only.
When the install program tried to write the new data
to the reg. it couldn't.
Once I changed the reg to full control the program was
able to install the network.

My wifes old motherboard still couldn't see the wd3200 drive.
That is one of the reasons for the upgrade.
