[pchelpers] Pens TV Card

As the builder of penputer I can tell you that her Intel P4 etc. is more
than up to the task of the TV card. in fact I tested the card & video & all
was great. Something happened between here & there. I'm sure it's a setting
but not being there to be hands on makes it difficult.
