So that means outlines will be a problem if you are hard parsing a lot. ?

But hard parsing a lot itself is a problem which needs to fixed first
Correct ?

Outlines are "added" to the SQL statements before the generation of the execution plan. Since soft parses don't re-generate the execution plan... it's correct to say that they affect hard parses only.
