I used dbms_crypto on a few columns in a database and can send you the 
scripts I wrote.  The only downside was that you need to pass that column 
through an encrypt or decrypt function.  If you're talking about 
tablespaces or the entire database I definitely wouldn't recommend my 
encryption routines.

There is also dbms_crypto package, which AFAIK is not extra cost option.
I assume one can also find more or less free java code, load it in db and
do encryption. However never done that myself.
TDE is part of Advanced Security, which is extra cost option for EE.
