When I've seen this error it was the xsd was registered and deleted multiple
times.
If this is the case, the you need to remove it completely with the force as
below and then re-register it again cleanly.

dbms_xmlschema.deleteschema('contractor_codes.xsd',dbms_xmlschema.DELETE_CASCADE_FORCE);

Hello list,
One of our developer wanted to insert a record using XMLTYPE, but, got
the following error:
ERROR at line 2:
ORA-21700: object does not exist or is marked for delete
ORA-06512: at "SYS.XMLTYPE", line 0
ORA-06512: at line 1
I have searched on google and metalink without any luck. Did any has any
advice or solution for this?
