Yes I did. After the regedit the Oracle_Root and Oracle_Home are listed but
doesn't connect. I even created a test local instance to which I can connect
thru SQL*Plus ( windows as well as command-prompt ) but not with TOAD.
SQLDeveloper works !!

Have you tried using the options on the TOAD logon screen to use a specific
oracle home as toad's default home?
