Oracle Failsafe Error 10559 investigation - looking for tips

Ok, so I'm receiving a Failsafe error 10559 when trying to start a listener I
added.
FS-10559 Failed processing Oracle home information for the given path
Cause: The operation cannot process the Oracle home information for the
specified path.
Action: Make sure that the Oracle home information in the Windows registry is
correct. Also make sure that the specified home is part of the Windows path.
I created a separate group but it still doesn't like it so I'm wondering if
anyone else might have seen this error?
I saw on one message board that security on the 2nd oracle home was an issue so
I'm working that angle at the moment.
Any insights are much appreciated.
