I can sign in without issue, but I can't get to SRs... in fact, I don't even have a Service Request tab. I did get the following notification though: Some features including service request, request for change, and user administration features are unavailable in this session. Check for planned outages listed on the Dashboard or sign out and then sign to possibly fix the issue. If issue persist, contact Oracle Support.
