No, GC does not need a licensed DB server to run on - only its targets need to 
be licensed.  Same applies to the recovery catalog - see "Special Use 
Licensing" for "Infrastructure Repository Databases" here:

The only real cost in implementing basic GC is that the repo needs a
licensed db server to run on, as does your rman catalog if you use
one.
