Do they reference the 2000 edition of MPEG-2 (ISO/IEC 13818?) If so, the only 1080p that is permitted is 24 due to the maximum bit rate for MP@HL. I don't have all the subsequent amendments, so I can't comment further. (ATSC references the 2000 edition.)
