When push comes to shove, it looks like even the BBC HDTV trials limited their HD bit rate, dedicated to one HD program, to about 19 Mb/s. So the 6 MHz channel of SBTVD is not an issue, given that whatever ISDB mode they are considering is good for 19 Mb/s per channel. Must be that available encoders are limited to that?

If you look at other Brazilian web sites, they mention that two HD programs can fit in a single 6 MHz channel. Although these numbers are not hard, i.e. you can fudge around and force-fit all sorts of stuff in a 19 Mb/s channel, my interpretation is that they are referring to 720 at 60p or 1080i, using H.264 compression.

BTW, did you notice in the viewgraph presentation that 80 percent of their TV sets are 14"? That's probably why HD is not being given the highest priority in the short term.
