As long as it only supports the broadcast model, I don't think you would
have much to worry about.  It's like airing a TV commercial that you didn't
get paid to air.

There might be novel legal issues here.

My question on the PSIP copyright issue was really exploring the 
possibility of a P2P PSIP sharing application.  With a large number of 
folks participating to get a relatively small amount of data it would 
seem easy to keep a large shared database updated, if no legal hassles 
existed.
