There appears to be irony here. Does this mean he wasn't taken
seriously while part of the FCC, or is this a new opinion for Prof.
Hazlett?
For all things there is a time and a season. Hazlett has been
promoting the recovery of more spectrum for quite some time, however,
the ability to float a new proposal was linked in part to finishing
the DTV transition, and in part to the changes that come with a new
administration.
