I get "Amber alerts" - the missing kid thing regularly. As well as the occasional "required test".

All from my cable provider.
It's pretty funny, the channel switches a second before the announcement starts to one of the Spanish language stations.

Is a portable TV something like a video iPod? ;-)

This HAS NOT been my experience. In my experience radio has done a better job than TV in dealing with these issues IN THIS AREA. Your actual experience may vary based on actual market conditions.
