I spotted an error in your posting, Nat.

In 1978, Ted Turner proposed to the FCC to eliminate must carry as being
unconstitutional.  In 1990, with no FCC action, he was able to get the Court
of Appeals to throw out must-carry (old must carry.)

If the Sinclair petition lay at the FCC with no action for longer than any
other petition, it would have had to been pending for 12 years.  I suspect
that the Turner petition is not the recordholder, although it was cited to
be the record holder for broadcast items by the time Turner appealed the
inaction.
