It loads it along with the UI language. The keyboard layout isn't checked. As you say, it'd be better if we could do this per keyboard layout. Unfortunately, this is tricky at best because the layout can be changed on the fly and can be different in each application; it isn't set once by the user and then stays the same.

In what concerns the changes document I thought this could be useful as a way to see how the project evolved and the new features it added since the last translated version of the "changes" file....which as I see now doesn't exist for romanian. So I think you're right, it would be more meaningful to start from a later version.
I've added English changes just for NVDA 2016.2, ready for you to translate.

And about the add-ons, well it does seem like a lot of them are really interesting and bring up some needed functionality and also, from what I could see by skimming through some of the po files, they're not a lot of translating work. So my initial thought would be to get all the active/still supported ones.
Done. You probably won't see most of these until the system syncs again next Friday.
