[mso] Word 2007 Cannot Click anywhere on the document

I have a problem that my mouse clicks anywhere in a document are ignored.  I
have to use the arrow keys to move around the document.  I can use the mouse
to make menu selections, but I cannot use the mouse to select a word or
position the cursor in a document.

What option has caused this unwanted feature?  How do I turn it off?
