This isn't how you described the question in the first place.  Is Outlook 
running slowly, or is it just slow to start up?

Sounds as though it's actually slow to start up rather than running slowly. 
Re-do your test once the machine is nice and quiet (i.e. not while it's 
still booting).  If it is OK then, but slow to start when you're booting, 
then it's not Outlook itself, but other things that are going on at the 
time.

Also look at disk activity while Outlook loads.  Does it thrash the disk? 
Have you defragmented lately?  And do you have a reasonable amount of free 
space?

Also, make sure that your temp directories are empty or nearly empty. 
Outlook is one of several programs that will load slowly if you have lots of 
files in temporary directories.
