I don't think there's a way to do this without third party software. I use Style XP which changes the teletubby look of Windows XP and this has some effect on the toolbars in all of my programs. But, I teach a lot of classes to different age groups and I used to find that a LOT of people couldn't see the old raised/pushed-in buttons. I would keep telling them "You can tell it's turned on cuz it's pushed in" and they would say "I can't tell it's pushed in".....Now, with the blue outline, they can see it better. So, I guess, for some, it IS an improvement.
