It doesn't actually block script from executing but it does give you the choice of whether to block or not and it's based on what the script accesses. For instance, most of my scripts don't unless I access the FileSystemObject. At that point, it asks whether I'll allow the script to run. As for the Office part, I've got it enabled with no adverse affects. Believe it or not, Office XP is stricter about what VBA accesses than is Norton.
