Dat's a pretty good answer. A 553 response from a mail server is a
strong 'cease and desist from further delivery attempts'. In this case,
I'd verify with the ISP that they don't have the SMTP server configured
to allow delivery attempts to external domains only if the originating
system is on their IP block. Sounds to me like they may have this
setting enabled on the server and that's why this client is successful
only when connected to her ISP.
