You might be on the right track, I think.  One way to stop Outlook starting 
to send the message is simply to pull out the network plug before starting 
Outlook.  That way, it'll possibly complain about the lack of a connection, 
then you should be able to grab the file from the outbox and move it to the 
drafts folder, or delete it completely.

Then, reconnecting the network plug should get Outlook talking externally 
again and (maybe) working.
