difficult that is necessary and moving a site is a pain, whereas
Dreamweaver is a breeze to setup FTP and moving a site is no work at all

That is only true IF you use FrontPage Server Extensions.
FP Server Extensions are NOT required, and, if you choose, you can FTP a
FP site just like Dreamweaver. I do my personal/hobby site that way (no
Server Extensions at all).
