I agree with you regarding new rivets. My one concern would be the legalities of him building his own boiler, but I assume he has checked that out. In any case, I would guess that he is making a part of the boiler, and using some existing items, which may well be different from a wholly new construction. As for the off-topic question, I have always said, models, engineering and home workshop and generally, full size steam, are OK.
