Your system seems to be older or have some quirks with locale settings.
Using the LC_ALL=C workaround.

Can you show us your manifest file please? e.g. run:

$ cat /data7/rawal/mira_4.9.6_linux-gnu_x86_64_static/bin/manifest.conf

Also the start of the two FASTQ files, e.g. run:

$ head /data7/data/reads.left.fq

$ head /data7/data/reads.right.fq
