Ron,
I am having no trouble with Voiceover cursor moving to a newly loaded
webpage with Shiira.
Make sure that you have Voiceover cursor moves to newly loaded
webpage checked in the navagation tab in the Voiceover, pannel,
control-option-f8.
And remember Shiira uses tabs to a greater extent than Safari does.
Maybe this will be of some help.
