Ok Ron,
Here are a couple of things that I have found to be key.
In Shiira under preferences, under tabs, inable tab browsing should
be checked.
Select new tabs as they are created, should be checked.
command-right bracket and left bracket moves faward and backward
through tabs, this is handy when websites open in a new tab, .
Another querke with Shiira is that. Option-tab and option-back tab
moves between links .
Give that a try and see if that helps. I really like this browser
much more than Safari and it seems to work with more sites.
Group items in web pages.
This will for the most part read an intire item like a weather
forecast with out using the arrow keys to move through it. If you
find an item you want to check out in detale, inter act with it with
the control-option-shift-down arrow keys. If you want to go to an
item, use the item, chooser menu control-option-i and start typeing
in the name.

webpage checked in the navagation tab in the Voiceover, pannel,
control-option-f8.
And remember Shiira uses tabs to a greater extent than Safari does.
