You also have to factor in what mail service you’re using, mailboxes on your
computer using are different from those created by say Google. That being said
I cna’t figure outhow to move mailboxes in either, so I’m not sure how much
knowing that actually helps, but it might direct the thinking.
One thng to check, is this something sighted people can do visually, and if so
is it that we can’t find a Voiceover accessible way to do it?

can’t move them outside the Mail app, at least I don’t think you can;
maybe you could from Terminal, but I don’t know off the top of my head
