New mailboxes, which are just folders with a different name, are created within
the “on my Mac,” directory. Where do you want to put them? You can’t move them
outside the Mail app, at least I don’t think you can; maybe you could from
Terminal, but I don’t know off the top of my head how you’d go about that.
