Bush didn't call Canada a Third World country, he simply (!) said the drugs from Canada could be from the Third World. I.e., swinish Canadians could be selling adulterated drugs to people in the US. Of course American companies, and British companies with US bases, can sell highly hazardous drugs whose research results they've concealed. But that's different... I add that with luck the main offenders will face a criminal prosecution here following a crusade by Panorama (BBC).
