It probably varies from distribution to distribution.Something like ArchLinux you generally create a package in the Arch User Repository (AUR) and if it becomes popular enough then it will be included. However AUR is not for providing updated packages, if an existing package is out of date then they say you should file a bug against the package.
I don't know about other distributions, but probably by creating packages/package build scripts and then interacting with the community for the distribution would help. However those which work on a release cycle and try to keep as stable as possible in releases might not include new packages in existing releases and so you would need to wait for the next release before seeing it included.
