[liblouis-liblouisxml] Italic in British Braille

I believe Bert and Christian Waldvogel have raised this issue before but I
can't find a solution!

British Braille requires an italic end sign 46-3 AFTER more than three
words, A double 46 sign before a string of three words or more i.e. 46-46
and a single italic sign 46 before less than three words, but it seems
liblouis can not achieve this.
This is the closest I can get!

#italsign 46 # if enabled less than 3 correct, more than 3 incorrect (last
word has this sign before!)
firstwordital 46-46 # if enabled more than 3 correct, less than 3 incorrect
(is treated the same as more than three!)
lastworditalafter 46-3
lenitalphrase 4
firstletterital 46-2
lastletterital 46-3

I believe as others seem to have done, that italsign and lastworditalbefore
need to be seperate. How can this be achieved? What is the time frame?
