Narrator when JAWS goes down

Hi listers. In the past, I've seen references to something called Narrator
as a useful tool when JAWS crashes. I'm afraid that I'm not familiar with
Narrator. I am wondering what this is, where it is, and how it works. If
it is something that could help me when JAWS goes down and I can't get it
back up and running without hard booting the computer it would sure be
helpful.
